한국통계학회 회장 / 고려대 교수

2009년 8월 16일부터 22일까지 남아프리카공화국 더반(Durban)에서 ‘통계올림픽’이라고 지칭되는 제 57차 ISI 국제통계대회(57th Session of the International Statistical Institute)가 열렸다. 필자의 대회 참관기를 통하여 독자들에게 ISI와 국제통계대회를 소개한다.

이번 제 57차 ISI 대회의 테마는 ‘Statistics : Our Past, Present & Future’이니 통계세상의 과거를 회고하고, 현재의 실상을 살펴보고, 앞날의 전개방향을 조망해 보리라는 것이다.

대회에서는 103개의 Invited Paper Meetings, 115개의 Special Topic Contributed Paper Meetings, 그리고 119개의 Contributed Paper Meetings에서 다양한 주제의 논문이 발표되었으며, 또한 통계청장 모임(Head of NSO Meeting) 등 다양한 커미티 모임이 펼쳐져 통계세상의 대서사극이 연출되었다.

ISI는 1885년에 설립된 유서 깊은 관‧학 연계 국제통계기구로 네덜란드 헤이그에 본부를 두고 있으며, 그 산하에 주제별로 구분되는 8개 국제학회를 두고 있다.

Bernoulli Society for Mathematical Statistics and Probability (BS), International Association for Statistical Computing (IASC), International Association for Official Statistics (IAOS), International Association of Survey Statisticians (IASS), International Association for Statistics Education (IASE), International Society for Business and Industrial Statistics (ISBIS), Irving Fisher Committee on Central Bank Statistics (IFC), The International Environmetrics Society (TIES)가 그것이다. 8개 국제학회는 국제적으로 명망있는 학술저널을 발간하여 해당 분야의 학문적 성숙에 기여하고 있다.

남아공 더반에서 개최된 '통계올림픽'
ISI 회원은 각국 통계청장, 국제연합(UN), 국제통화기금(IMF), 경제협력개발기구(OECD), EU통계국(EUROSTAT), 세계은행의 통계국장, 그리고 통계학자 등 133개국 5600여명으로 구성되어 있다. ISI가 논의해서 결정한 새로운 통계 분류체계와 통계 기준 등은 UN, OECD 같은 국제기구의 통계방식으로 채택된다.

통계올림픽이라 불리는 ISI 국제통계대회가 지난 8월 중순 남아공 더반의 국제컨벤션센터에서 3천여 세계 통계전문가들이 참가한 가운데 개최됐다.

우리나라는 2001년에 제 53차 대회를 개최한 바 있다. 또한 금년 4월에는 이재창 고려대 명예교수가 ISI 차기 회장으로 선출되었다.

아시아인이 ISI회장으로 선출된 것은 1983년 일본의 모리구치 시게이치(森口繁一) 도쿄대 교수 이후 26년만의 일이다. 이 교수는 금년 8월부터 2년간 ISI 차기 회장으로 활동하며, 2011년 8월부터 2년간은 ISI 회장으로 ISI를 이끌게 된다.

8월 15일 저녁 필자 일행은 아프리카 대륙 남아공을 향하여 비행기에 몸을 실었다.

인천-홍콩-요하네스버그-더반을 향하는 18시간의 긴 행로였다. 더반 공항 도착 후 필자 일행은 대회 장소인 ICC(International Convention Centre)로 향했다. ICC에는 대회 참가자들이 운집해 있었다. 필자 일행도 ID 카드 발급 등 등록절차를 마무리 하였다. 발급받은 ID 카드는 ICC 출입을 위하여 꼭 지녀야했는데 더반은 치안이 그다지 좋지 못해서 그러한지 대회장에 외부인 출입이 철저히 통제되고 있었다.

필자 일행의 숙소는 남아공의 남동쪽 해안인 인도양이 한눈에 들어오는 전망이 수려한 곳이었다. 영국풍 고풍스런 호텔은 19세기 말 모습을 품고 있었다.

바다를 바라보며 매일 아침식사를 즐기게 된 3층 레스토랑에는 중국 근현대에 배출한 가장 뛰어난 화가이자 조각가라 고 일컬어지는 齊白石(제백석 : 1864~1957)의 연작 네 점이 걸려 있었으니 일주일간 머물게 된 호텔에서 누린 眼福(안복)을 일러 무엇하겠는가! 백석노인은 특히 새우 그림으로 유명하였는데 여지없이 벽에 걸린 새우 그림을 보노라면 마치 새우가 살아 요동치는 듯하였다.

이 그림은 어찌된 연유로 이곳에 자리하고 있다는 말인가? 그러하리라. 남아공 식민시대의 침탈자 소유물이 남아 전하는 것이리라. 아침 나절 그림을 보고 먼 바다를 보노라면 인구에 회자되는 백석노인이 남긴 명언이 떠오르곤 했으니 “学我者生 似我者死” (나를 배우는 자 살고, 나를 베끼는 자 죽는다).

모두 아는 얘기겠으나 남아공이 유럽인들에 의해 처음 발견된 것은, 대항해시대 때 바르톨로뮤 디아스 제독이 희망봉을 발견한 것이 처음이다. 그 뒤 포르투갈에 의해 잠시 지배를 받다가 네덜란드의 보어인들에게 점령당한 뒤에는 네덜란드의 식민지가 되었다.

그 뒤 영국인들이 들어 왔고 보어전쟁으로 영국인들이 남아공에서 주도권을 잡게 되었으며, 이후 남아공은 영국의 자치령이 되었다가 2차 대전이 끝난 후 독립하게 된다. 실로 길고 긴 식민의 역사라고 아니할 수 없다. 이후 아파르트헤이트라도 지칭되는 잔혹한 흑인 차별의 역사를 만델라가 극복해 낸 것이다.

이번 대회의 개회식과 웰컴 파티는 16일 저녁에 진행되었다. 아프리카 전통의상을 입은 젊은이들이 오연한 북소리에 휩싸인 에너제틱한 춤과 노래로 우리를 맞이하였다. 개회식에는 3천여명의 대회참가자가 운집하였으며, 만델라 이후 두 번째 남아공 대통령이 되는 제이콥 줌마(Jacob Zuma)는 대회 개막연설을 통하여 세계적 경제위기 탈출을 위하여 통계, 통계인의 역할을 시종일관 역설하였다.

8월 17일 9시 부터 22개의 학술 세션이 동시에 시작됨으로서 본격적인 대회가 시작되었다. ISI 산하 여러 학회들의 기획 세션들도 동시 다발로 열렸는데 특히 국가통계 및 공식통계에 관심을 갖고 있는 필자는 IAOS(International Association for Official Statistics : 국제국가통계학회)가 대회기간 동안 차려놓은 16가지의 기획 세션을 눈여겨보게 되었다.

Globalisation and Official Statistics, Comparing Poverty and Prices across National Boundaries, Methodological and Measurement Challenges in Economic Statistics, Improving Comparability of Urban and Regional Data 등이 그것이다.

필자 일행은 대회 4일째인 8월 19일에 발표 일정이 잡혀 있었는데 토픽은 Data Mining methods Session에서 ‘Data Mining Application for Cross-Sell Offer Optimization’, Data Mining Applications Session에서 ‘Consumer-based Market Segmentation based on Association Rule and RFM’ 이다.

이 두 세션에는 상대적으로 많은 청중이 참석하여 참석자들의 Data Mining 분야에 대한 높은 열기를 엿볼 수 있었다.

금번 대회에는 10여명의 대학교수와 한국은행, 한국통계진흥원 등에서 참가하고 있었다. 통계청에서는 국제협력담당관을 비롯하여 7명의 스텝이 참석하여 발표도 하고 통계청 전시관을 운영하기도 하였다.

특히 금년 10월 OECD와 통계청이 공동주최하는 ‘OECD 세계포럼’과 통계교육원 운영체제를 홍보하고 있었는데 통계청 참가 규모에 비하여 전시물 내용이 빈약해 보였다.

우리나라 통계청 전시관도 운영
전시관에는 우리나라 통계청 외에도 차기 ISI 대회(2011년, 아일랜드 더불린), 차차기 ISI 대회(2013년, 홍콩), UN통계국, OECD통계국, EUROSTST, UNICEF 등 국제기구, 데이터가공회사, 통계소프트웨어 회사, 출판사 등에서 차려놓은 30여개의 부스가 자리하고 있었다. 특히 남아공 통계청 부스에서는 아프리카 국가통계 정보를 제공하고 있었다. 부스 옆에는 참가자들의 관심을 끄는 또 다른 전시가 있었는데 아프리카의 전통 물품들이 전시 판매되었다. 화려한 색상으로 장식된 각종 전시물들은 보는 이의 발걸음을 멈추게 하기에 충분했다.

IASE (International Association for Statistics Education : 국제통계교육학회)와 ISBIS (International Society for Business and Industrial Statistics : 국제기업통계학회)는 대회기간 전후를 이용하여 위성회의(Satellite Meeting)를 진행하였는데 이중 ISBIS의 위성회의는 8월 24일부터 26일까지 케이프타운 외곽의 Stellenbosch에서 진행되었다.

필자는 데이터마이닝에 관심을 두고 연구하고 있는 터라 자연스럽게 기업과 산업현장에서 통계응용 아젠다를 다루는 ISBIS Meeting에 주목하였다.

수년전부터 필자와 친면이 있는, 대회장에서 만난 ISBIS-2010 Director이자, 前 ISI 부회장을 역임한 Nick Fisher 교수는 많은 한국 연구자들이 ISBIS에서 활동해 주기를 기대한다며 영미권 중심으로 참가하는 ISBIS 참가자 범위를 아시아 지역으로 확산시키기 위하여 ISBIS의 Regional meeting을 한국에서 개최할 수 없겠냐며 필자에게 개최 가능성을 타진하기도 하기도 하였다. 더불어 2010년 7월 6일에서 9일까지 슬로베니아에서 개최되는 ISBIS-2010 대회에 한국에서 많이 참가해 줄 것을 권유하기도 하였다.

세계 통계인의 대축제의 장인 ISI 국제통계대회는 8월 22일 ICC에서 현악4중주에 이어진, 대규모 오케스트라 공연, 곡예단의 기예공연 까지 어울어진 대형 갈라디너쇼를 끝으로 대단원의 막을 내렸다. 2011년 아일랜드 더블린 대회에서의 재회를 기약하며...

열흘 남짓한 시간이 꿈과 같이 흘러갔다. 고운 음악을 배경으로 케이프타운 山頂(산정) 공원에서 즐기던 닥비어를 곁들인 브런치, 희망봉 넘어 망망대해... 이 글을 쓰노라니 아직도 눈에 아른거린다.

(a) Bernoulli Society for Mathematical Statistics and Probability (BS)
The mission of the Bernoulli Society is to further the increase of natural knowledge and the welfare of mankind through the advancement of the sciences of probability and mathematical statistics and their applications.

(b) International Association for Statistical Computing (IASC)
The objectives of the IASC are to foster world-wide interest in effective statistical computing and to exchange technical knowledge through international contacts and meetings between statisticians, computing professionals, organizations, institutions, governments and the general public.

(c) International Association for Official Statistics (IAOS)
The objectives of IAOS are:
to promote the understanding and advancement of official statistics and related subjects; and to foster the development of effective and efficient official statistical services, particularly in developing countries, through international contacts among individuals and organizations, including users of official statistics as well as research institutions.

(d) International Association of Survey Statisticians (IASS)
IASS has as its charge and mandate to promote the study and development of the theory and practice of sample surveys and censuses. It also aims to increase interest in surveys and censuses among statisticians, governments, and the public the world over.

(e) International Association for Statistics Education (IASE)
IASE seeks to improve statistics education at all levels from elementary (primary) school through to the training of professionals, and to increase the uptake of statistics education world wide. It fosters international cooperation, and stimulates discussion and research. IASE disseminates ideas, strategies, research findings, materials, and information using publications, international conferences, and increasingly its website.

(f) International Society for Business and Industrial Statistics (ISBIS)
The objectives of the ISBIS are: to promote the advancement and exchange of knowledge in business, financial and industrial statistics; to build international collaboration among statisticians and users of statistics working in business, finance and industry; to exchange ideas and information at an international level through conferences, workshops and publications; to encourage links between statisticians from developing and developed countries; to develop and promote relationships among national and regional professional societies or groups involved in activities related to business, financial and industrial statistics.

(g) Irving Fisher Committee on Central Bank Statistics (IFC)
The Irving Fisher Committee on Central Bank Statistics (IFC) has indefinite provisional section status within the ISI. The objective of the IFC is to promote the exchange of views amongst central bank economists and statisticians as well as others who want to participate in discussing statistical issues of interest to central banks, including those relating to economic, monetary and financial stability. The IFC in particular strives to strengthen the relationship between compilers of statistics and the community of users and analysts of statistical information, both in and outside central banks.

(h) The International Environmetrics Society (TIES)
The International Environmetrics Society (TIES) is a non-profit organization aimed to foster the development and use of statistical and other quantitative methods in the environmental sciences, environmental engineering and environmental monitoring and protection.
